HOA and Condo Association Management in South Brevard

COMMUNITY ASSOCIATION MANAGEMENT FOR SOUTH BREVARD BOARDS AND OWNERS
ELITE CLASS PROPERTY MANAGEMENT AND REAL ESTATE COMPANY is a licensed Florida Community Association Management Firm (License #CAB6095) based in Melbourne. We manage homeowners associations (HOAs) and condominium associations across South Brevard County: Melbourne, Palm Bay, Viera, Suntree, Satellite Beach, Melbourne Beach and nearby communities.
Mickayla Fatovic, our Broker of Record and Licensed Community Association Manager (LCAM), oversees our association management. Volunteer boards get one accountable point of contact for financials, maintenance, compliance and owner communication. We're a local firm with an office on Irwin Street in Melbourne, so we know the coastal, permitting and growth issues that South Brevard associations deal with.

• Owner communication by email, notices and your association website or portal
STAYING UP TO DATE WITH FLORIDA RULES
Florida associations follow detailed state rules, and the requirements change almost every legislative session. We help boards stay current with:
• Condo rules: budgets, savings for repairs, records, meeting notices, and a website or app for condos with 25 or more units.
• HOA rules: records, meetings and elections, design approvals, fines, and websites for larger HOAs.
• Condo associations also have to keep an online account with the state.
Legal note: we're managers, not attorneys. For legal opinions we work alongside your association's counsel.
CONDO BUILDING SAFETY: MILESTONE INSPECTIONS AND SIRS
After the 2021 Surfside collapse, Florida added safety checks for condo buildings that are three or more stories tall. (These rules are for condos, not HOAs.)
• Milestone inspections: a structural inspection by a licensed engineer or architect, generally due by December 31 of the year a building reaches 30 years from its certificate of occupancy, then every 10 years. Local building officials can require it sooner based on environmental conditions such as closeness to salt water, which matters on our barrier island. Phase 1 is a visual inspection. Phase 2 is required if Phase 1 finds substantial structural deterioration.
• Structural Integrity Reserve Study (SIRS): a study of the roof, structure and load-bearing walls, fireproofing and fire protection, plumbing, electrical, waterproofing and exterior painting, windows and exterior doors, and other qualifying items. It must be redone at least every 10 years. Associations that existed on or before July 1, 2022 had a December 31, 2025 deadline. If your milestone inspection is due by December 31, 2026, the SIRS can be done along with it, but no later than that date.
• Reserve funding: reserves for SIRS components generally can no longer be waived or reduced by an owner vote. The 2025 reforms added some funding flexibility, such as a temporary pause after a milestone inspection and approved alternative funding like lines of credit.
How we help: we track your inspection and SIRS deadlines, get proposals from qualified engineers and reserve specialists, coordinate site access and owner notices, put the findings into your budget, and help the board share the results with owners clearly.
SWITCHING MANAGEMENT COMPANIES
Changing managers mid-year is easier than most boards expect. Our transition process:
1. Discovery call: we review your current agreement, its termination notice clause, your governing documents and your board's priorities.
2. Proposal: a written scope of services and management agreement for the board to consider.
3. Board approval and notice: the board votes and gives notice to the outgoing company under its contract.
4. Records transfer: we coordinate the handover of official records, financials, bank accounts, owner ledgers, vendor contracts, insurance policies and access devices. Florida law requires an outgoing manager to turn over association records within a set timeframe.
5. Onboarding: owner welcome letter, new payment instructions, vendor introductions and a first walk-through of the property.
