New Communities Coming to South Brevard: What Future HOA Boards Should Know
Updated: 3 days ago

South Brevard is growing quickly, especially around the St. Johns Heritage Parkway in Palm Bay. Several large master-planned communities have recently cleared major approvals. Once they're built, many of them will be run by new homeowners' associations, community development districts, or both. Whether you're a future resident, a current board member in a nearby Melbourne or Palm Bay neighborhood, or a homeowner who may one day serve on a new board, here's what we know so far and what to expect.
These are long-term, phased projects, and plans can change. Always confirm the latest status with the City of Palm Bay or Brevard County.
PALM VISTA EVERLANDS WEST (NORTHWEST PALM BAY)
In 2026, the Palm Bay City Council approved the land-use and zoning changes for Palm Vista Everlands West. The land sits at the northwest corner of the St. Johns Heritage Parkway and Pace Drive. City records say it covers about 1,198 acres. News reports say the plan allows up to 1,600 single-family homes and 760 apartments or other multifamily homes (about 2,360 in all), space for shops and businesses, and more than 300 acres of protected wetlands. The city still has to give more approvals before building can start. The developer expects the project to be finished around 2036–2037, but that's only a projection and it could change.

SUNTERRA LAKES (WEST OF BABCOCK STREET, SOUTH BREVARD)
On September 5, 2024, the Brevard County Commission approved land-use and zoning changes for SunTerra Lakes. The land covers more than 1,000 acres west of Babcock Street, between Willowbrook Street and Micco Road. News reports say more than 3,000 homes could be built there. On November 6, 2025, the Commission also approved a community development district for SunTerra Lakes. That's a special local district that can pay for, build and take care of things like roads, drainage, water and sewer lines, landscaping and parks. Any building schedule is the developer's expectation and could change.

ASHTON PARK (SOUTHEAST PALM BAY, EAST OF I-95)
Ashton Park is a planned community south of Micco Road and east of I-95. In 2025, the Palm Bay City Council approved a change that lets a 133-acre part of the project be used for a mix of homes and shops. Notes from the city's planning board say the bigger plan sets aside land for public school capacity and infrastructure, including a school site and fire and police stations. GrowthSpotter reports that the developer, DIX Developments, bought land for the project in 2025, and that the plan includes 961 single-family homes, 1,037 apartments and a town center. The developer said it expected the first homes in the Ashton Park North phase to be underway by the third quarter of 2026. That timeline is the developer's expectation and could change.

WHY THIS MATTERS FOR FUTURE HOAS
Master-planned communities of this size usually come with governing documents, shared amenities, stormwater systems and assessments from the first day of sales. That means many new owners will be part of a community association for the first time. Starting with good habits makes a big difference later: clear communication, transparent financials, realistic budgets and reserves, and a solid hurricane plan. Nearby existing associations in Palm Bay, Melbourne and West Melbourne should also keep an eye on traffic, drainage, public school capacity and infrastructure as these projects move forward.
